The RSR was established in terms of the National Railway Safety Regulator Act No 16 of 2002, as amended (“the Act”), to establish a national regulatory framework for South Africa and to monitor and enforce compliance in the rail sector. The primary legislative mandate of the RSR is to oversee and enforce safety performance by all railway operators in South Africa, including those of neighboring States whose rail operations enter South Africa.
